About Safety Training Including Human Factors — Continuation

Initial safety training does not stay valid indefinitely: for the staff AMC4 145.A.30(e) lists, further safety training including human factors should take place in each 2-year period, and for certifying staff and support staff 145.A.35(d) makes the same 2-year requirement a rule rather than guidance. This continuation course serves that cycle for EASA and UK Part-145 organisations — the UK carries the same wording under SI 2023/588, in force from 1 July 2024.

The rule is written as “in each 2-year period” rather than 24 months from a certificate date; a practical convention is to complete the next session before the date of the last training plus 24 months, and to state the convention in the MOE. AMC4 145.A.30(e)(c) expects the duration and content of continuation training to reflect the organisation’s audit findings and safety information. The same programme is referenced for continuing airworthiness organisations in GM2 CAMO.A.305(g).

Where this certificate is accepted

EASA does not approve individual training courses, online or classroom. Under point 145.A.30(e) the maintenance organisation decides, through the procedures in its MOE, which training meets its competency standard, and the competent authority accepts that MOE. That applies to Part-145 organisations in every EASA member state and, under UK Part-145 and SI 2023/588, in the United Kingdom. When is continuation training due?

Point 145.A.35(d) requires certifying staff and support staff to receive continuation training in each two-year period; the interval the organisation applies is written in its MOE under 145.A.70. AMC4 145.A.30(e)(c) sets how long it should run and ties it to the organisation’s own findings:

(c) It should be of an appropriate duration in each 2-year period in relation to the relevant compliance monitoring audit findings and other internal/external sources of information available to the organisation on safety and human factors maintenance issues.
